NGO, CSO & local institutions strengthening · Governance · Inclusion

Local organizations carry the change. Strengthening them is how change lasts.

BPV Advisory supports NGOs, civil society organizations and local institutions, and the international organizations that fund them: solid governance, fundable programmes, donor-grade monitoring, and networks that outlast each project.

0%the Grand Bargain commitment: the share of humanitarian funding meant to reach local and national actors, directly or via one intermediary
0%the share that actually reached them in 2024
Closing that distance takes more than money: it takes organizations and institutions strong enough to receive it. Strengthening them is a job of its own.
Where strengthening matters

Institutional donors fund projects. Local organizations and institutions deliver them. Strong organizations are what turn one into the other.

A grant pays for activities and reports. What makes results last is the organization behind them: governance, systems, people. Strengthening NGOs, CSOs and local institutions turns funding into durable impact, and partnerships into relationships between equals.

Institutional donors

UN agencies, PBF, EU, USAID, OAS, international NGOs and pooled funds. Grants, logframes, compliance, reporting cycles.

The funding layer

The gap

One-off trainings, grants beyond absorption capacity, networks that fade between projects: the space where targeted strengthening changes outcomes.

Where strengthening makes the difference

NGOs, CSOs & local institutions

National NGOs, grassroots organizations, women's and youth networks, local authorities and services.

Five ways to work together

Advisory and training, delivered directly in Spanish, English, French and Portuguese. No slides for the shelf: working systems, running programmes, trained teams.

A

NGO, CSO & local institution strengthening

From grassroots energy to a solid organization.

Organizational diagnostics, governance and internal rules, project cycle management, donor compliance and risk management, and network building between organizations and local institutions.

What you get: an organization that can absorb funding, deliver programmes and negotiate with donors as an equal.
B

Programme design & donor readiness

Programmes donors can fund and communities join.

Participatory diagnostics, programme design with logframes and indicators, funding proposals to UN, PBF, EU, USAID and OAS standards, M&E frameworks and reporting.

What you get: a fundable programme with an M&E framework donors trust, built with the organization, not for it.
C

Training & facilitation

Skills that stay in the organization.

Project cycle management and M&E training for teams. Leadership programmes for women's and youth networks. Governance and rights workshops for community organizations and institutions.

What you get: teams that run it themselves, with materials in four languages.
D

Partner assessment & funding access

Advice on both sides of the funding table.

For institutional donors and INGOs: capacity assessments and due diligence of local NGOs, CSOs and institutions, verifying they meet programme requirements and can take part in the programmes funded. For local organizations: guidance to access and participate in programmes funded by the UN, PBF, EU, USAID, OAS and other donors, from eligibility to application.

What you get: partnerships that start with clear expectations on both sides: reliable assessments for funders, a credible path to funding for local organizations.
E

Tailored missions

Built together, around your context.

Not every need fits a predefined box: an evaluation, a feasibility study, a facilitation, an interim programme role, a mapping of civil society in a new country. If it sits between institutional donors and local organizations, it can be shaped into a mission together.

What you get: a scope defined jointly, a clear proposal, and the same standard of delivery as everything above.
Field results

Built where it's hardest to build

Four engagements, three continents, the same method: strengthen the organization first, so the programme holds on its own.

Madagascar · 2024 - 2026

A national CSO network that delivers

Under the MAHASAKY programme (UNDP, Peacebuilding Fund), more than 500 grassroots organizations were strengthened and connected into a nationwide network, supported by civic education activities and M&E tools to track results. Separately, iParticipate, a digital platform of the Joint EC-UNDP Task Force on Electoral Assistance at UNDP, redesigned for local needs, was made available to help young people and women take part in electoral processes.

Central African Republic · 2022 - 2024

Local organizations serving rural justice

Mobile legal clinics and paralegal training built with local CSOs, alongside a new electoral code with representation mechanisms for women and youth (MINUSCA, UN).

Europe & Maghreb · 2018 - 2021

International standards, applied

Research for the UN Human Rights Council on participation, equality and non-discrimination (OHCHR, Geneva), and legal observation of Tunisia's 2019 presidential and parliamentary elections against those same standards (The Carter Center).

Peru · 2013 - 2017

1,200+ community leaders, one award

'Líderes Políticos', a national participation and leadership programme funded by the EU and the OAS: 1,200+ women and youth community leaders trained. ICPS London Award (2016) for civic innovation.

Let's talk solutions.

A programme to design, an organization to strengthen, a partnership to prepare, or an idea still taking shape. A first conversation of thirty minutes is often enough to see a way forward together.
